I know it's frowned upon by some sites but some don't care what you do with what you've downloaded after you've got it.
I'm wondering how they can tell where the torrent came from if you make a new torrent file or something.

This is applied to the .torrent file not the actual torrent itself unless it's marked as an exclusive torrent to that particular site.
They don't want you to grab the .torrent file and place it on another site private or public. The files themselves can be placed anywhere if you create a new .torrent file for them for whatever site you want to upload them on.
As far as the exclusive I am unsure how they would know for certain other than a member from the site catching it and then letting them know. Unless they have some way of tracking these.
